Thank you for your letter of 18 August. Your question is not too difficult to answer. Before nuclear energy became a live issue in Hong Kong with the Daya Bay project, various branches of the Hong Kong Government were responsible for different aspects of the topic; the IAEA was dealt with by a different branch from the Daya Bay question. Mrs Mok's economic Services Branch now have overall responsibility for all nuclear energy questions including the IAEA.

This change should not bring about any dramatic alteration in Hong Kong's position vis-a-vis the IAEA. Economic Services Branch will keep a watching brief only on events in Vienna and will be responsible for any correspondence on IAEA matters.
