THE GUANDONG NUCLEAR POWER STATION PROJECT, PRC
1. The Guandong project involves the construction of a 2x950mw PWR nuclear power station in Guangdong province to supply power to Guangdong and to Hong Kong. The station, China's first commercial nuclear power station, will be sited at Daya Bay about 30 miles from Hong Kong. The two units are due to come into operation in 1992 and 1993 respectively. The project was initiated in 1979 and developed through discussions between the Guangdong Power Company and China Light and Power (CLP), the major Hong Kong electricity utility. The station will be owned by the Guangdong Nuclear Power Joint Venture Company, a Hong Kong Chinese joint venture with 70% of the electricity feeding into the Hong Kong grid via CLP.
2. After years of protracted and difficult negotiations GEC Turbine Generators Ltd. and Framatome of France signed Letters of Intent which became effective on 17 April. The project is held to be an outstanding example of Anglo-French industrial collaboration. Framatome are to supply the nuclear island while GECTG's contract, with a UK value of over £250m, includes responsibility for the design, manufacture and supply of the conventional island comprising the turbine generators, all auxiliary plant in the turbine halls, the normal medium and low voltage switchgear and the Main Transformer platforms. The design element of the contract includes full civil design and GECTG are also responsible for the supply of technical services relating to construction of the conventional island. Non-GEC subcontractors will be responsible for approx 50% of the contract
value.
3.
Allowing time for consideration of reports on nuclear safety produced by Hong Kong's Legislative Council, necessitated by increased concern in Hong Kong on such issues following the Chernobyl incident, contract signature is now expected by
24 September.
