enough. The resultant compromise is to assume that

in spite of all the safety measures built into the

system, somehow there is a reasonably substantial

leakage of radioactivity outside the containment and

yet it is assumed that such escape of radioactivity

would not necessitate evacuation of people exceeding

an area at a radius of say 10 miles in the U.S.A.
