2. Following the accident at Chernobyl there has been increased
public concern in Hong Kong over nuclear saftey issues and
in particular the Daya Bay Project. All three Governments, French British and Chinese have recognised the importance
of a programme of explanation and reassurance for the Hong Kong people about the safety measures to be adopted for the project, if the project is to progress smoothly.
3. During the long commercial negotiations we developed a
good co-operation with French officials and in dealing with
this problem, the UK, France and the Chinese each have a role
to play in promoting an effective response to the concerns in
Hong Kong. This message was conveyed to the Chinese by our
Ambassadors in Peking and it was agreed that a co-ordinated
approach was the best way forward.
4. One particular issue of concern in Hong Kong is the Chinese capability to operate the station efficiently and safely
once the plant is built.
