LEAKED HONG KONG RISK ASSESSMENT REPORT

Secretary of State will wish to be aware that the Observer newspaper has obtained, from an undisclosed source, a copy of the UKAEA's "Phase 1 Risk Assessment Report" supplied to the Hong Kong Government in January as part of the Authority's consultancy contract. This is one of four reports so far supplied by the Authority.

The Observer rang the AEA press office to ask whether the Hong Kong Government were dissatisfied with the Report. The Authority propose to reply that the Report was supplied under a commercial contract and it is for the customers to say whether they are are satisfied or not.

The Foreign Office are aware of this and have been asked to inform Hong Kong and report any reactions. We will keep the Secretary of State informed.
