(A) Progress of commercial negotiations: Rainer did not
believe there were any serious outstanding contractual
problems, although in the French loan agreement negotiations
the Chinese had raised a potentially awkward objection to
the proposed start point for loan repayments. The information
being received by the French from Peking implied that the
Chinese were anxious to make progress on their original
timetable.

Situation in Hong Kong: We briefed Rainer on the present
position, and in particular the possible implications for
contract signature.
We were able to draw on Peking's report

of the meeting with Zhon Nan (Peking telno 1431), confirming
that the Chinese had been giving thought to this.

Further action: We told Rainer that our Ambassador

in Peking would shortly be seeking a meeting with Zhop Ping
and relayed the main points. We also discussed the following
specific points:

proposed exhibition in Hong Kong: Rainer agreed
to ask EdF's representative in the JVC to examine and
report back on the content of the exhibition.
Benjamin
will suggest the same to Stones. This should provide
a further check on its suitability for a Hong Kong
audience.
