As promised in Peking telno 476 I enclose a copy of the Letter of Intent signed between the French Nuclear Safety Bureau and the Chinese Safety Administration on 23 May.

This document has been passed to me on a personal and confidential basis by Gourievidis, the French Nuclear Counsellor. He has no authority from the French government to release this to us. I hope that you can therefore ensure that it does not get back to the French government at this stage that we have copies. Gourievidis himself is convinced that the French must work closely with the British to ensure that a balanced message about nuclear safety at Daya Bay can be developed for the Hong Kong public.
