Dear Secretary of State
You wrote to me sometime ago about your concerns regarding the Daya Bay project near Hong Kong and the worries being expressed by the Hong Kong population on the risks posed by that project. I replied on 1 August to suggest we ought to organise lectures or seminars in Hong Kong with the blessing and encouragement of the Chinese safety authorities.
A few days ago I received a request from the Japanese Government to give a lecture in Tokyo on Friday 31 October. This is to celebrate the 30th anniversary of the founding of the Japan Atomic Energy Commission. Because we are very anxious to stay friendly with the Japanese nuclear people, I feel obliged to accept that invitation. It would therefore be easy for me to stop off in Hong Kong earlier that week, say on Monday 27 or Tuesday 28 October, to give whatever lectures the project, the Governor or yourself thought to be appropriate. If this idea appeals to you, please let me know. If not, I will fly directly to Japan.
