4. I suggest, subject to the views of others, that we might aim to have a first draft of the paper circulated by October and a final version agreed by the end of the year. I shall myself be on holiday between 12 August and 1 September but my Assistant, Tom Young, will of course be available should you wish to call a meeting to discuss this proposal before my return.
