A round-up of media reports on the Daya Bay Nuclear Power Plant 24.7.86 - 30.7.86

Thursday, July 24: The Financial Secretary, Piers Jacobs, said in Legco yesterday that he regarded it important that Legco members should have the feasibility study dealing with site selection, equipment study and system design of the Daya Bay nuclear power plant well before the projected overseas fact-finding missions, the media reported prominently.

Mr Jacobs said that chairman of China Light, Lord Kadoorie, and the Vice-Minister of China's Ministry of Nuclear Industry, Zhou Ping, had agreed to a proposal by him that the feasibility study be distributed to Umelco members.

TVB claimed that it had a copy of the study report. The station yesterday and many papers today said it was stated in the section on site selection that in the event of a nuclear accident at the plant, even the most pessimistic estimation on the effects to people in HK would still be acceptable.

The study concluded that the Daya Bay site, which was 50 kilometres from HK, was acceptable.

The statement given by Secretary for Economic Services John Yaxley on his return last night from a trip to Britain and France was prominently reported in the news media.

In headlines, Wen Wei Po, Centre Daily News, Ming Pao and HK Commercial Daily noted that Mr Yaxley said there were no evacuation plans for those living five kilometres away from nuclear plants in Britain and France.

Mr Yaxley was quoted as saying that there was a need to obtain more information from the Daya Bay joint venture company before a plan for dealing in HK with effects of an incident at Daya Bay could be established.

He said the Government would consult China about its contingency measures for the Daya Bay plant so that an appropriate contingency plan could be drawn up for HK.

Some papers quoted Mr Yaxley as saying that the drafting of the contingency plan would be completed next year.

Quoting Mr Yaxley, Sing Tao Jih Pao said Legco Unofficial Martin Lee had in his personal capacity visited some nuclear power plant facilities in Britain recently.
