CHINA: TRAINING OF SAFETY OFFICIALS

It is clear that Footnote A Funds would not be appropriate for the training of Chinese safety experts. The fund is administered by IAEA, and is designed to assist developing countries who are party to the NPT. China is not.

British Friendship Scholarship Scheme. This will begin in Autumn 1987. It is intended to finance post graduate and research studies in science, technology, economics and social sciences. The total fund is

worth £3.5m per annum, and is intended

to cover about 350 awards. It is jointly funded by the Chinese (notably Mr Yue Kong Pao,

a millionaire shipping magnate), and the Hong Kong and UK Governments.

ODA's ordinary Technical Cooperation Training Scheme. The cost of students from China would be split between the UK and Chinese Governments. The programme for academic year 1986/87 is currently under consideration.
