Chinese are considering an exhibition in

Hong Kong. We should need to be sure that
the Chinese could handle these initiatives
properly.
There is a balance of risk
involved: we need to encourage Chinese involvement in the reassurance campaign, but Chinese mishandling of the proposed visits
could prove seriously counter-productive;
(d) seek confirmation of Chinese willingness to
defer contract signature until UMELCO
members have reported on their overseas
visits.

the Chinese to make full use of
their bilateral agreement with the French to
provide training for Chinese nuclear safety
personnel.

There would need to be a careful defensive line in case
the Chinese reverted to their request that we state
publicly our commitment to the continuation of the project.
