reactors. I have some doubts as to whether their current offer is anything like enough. should examine it at a later stage in the light of our own more detailed assessment of Chinese needs and our own proposed contribution and if necessary ask them to do more.

IAEA

The IAEA currently does not have the funds

or personnel to offer more than limited advice and assistance on nuclear safety matters. This picture may however change if Member States vote for a major expansion of the Agency's nuclear safety role in the near future. This is something we are working on. We should reassess the possibilities towards the end of the year when the picture will be clearer.

6. I hope that these ideas are helpful. If you and others concerned wish to take action on them then we shall need to discuss the division of labour both between departments in the office and between FCO, DTI and Department of Energy. We should also need to consider possible sources of funds.
