vii.

it was eventually agreed that Phase II of the risk assessment should consist of three elements:-

plant analysis - ie analysis of the risks of accident from the station in as site specific

a.

a way as possible. This would be based on the "audit" by UKAEA of material prepared by the French in preparation for the Daya Bay project;

b. Degraded Core Analysis - a relatively small element of the consultancy, for which UKAEA had suitable techniques available. This would probe the likely consequences of accidents more serious than those used as the design base;

Environmental Impact this would be core of the study, and was the only part which had been envisaged in the original arrangements.

viii. it was agreed that a thorough study would be needed on each. It was more important to the Hong Kong Government to have a visibly thorough piece of work, than to have the studies quickly;

ix. it was agreed that extension of the current contract would be necessary. UKAEA would draw up proposals. would take about three weeks.

X. it was agreed that the responsibility for obtaining the necessary safety documentation from the French fell to the Hong Kong Government, through the Joint Venture Company.

The Mr Yaxley would see that this was done in due course. UKAEA could, of course, supplement this by seeking information from the French privately along their own network.

7. Mr Yaxley expressed the view, that in due course, it would be helpful for some of these involved in the consultancy, perhaps especially those involved in the preparation of the public documentation to visit Hong Kong. It could only be helpful for them to have a better "feel" for local conditions. Such a visit would be purely technical and could be handled in a low-key way.
