Comment reported from all districts. It seems true to say that this issue is causing more people more concern than any other issue in the past few years, albeit there is a wider range of views than appears in the mèdia. Detailed reports came from TW, ST, TM, K&T and N. Many people seem to accept that it is China's concern, and concentrate on the need for a safe plant under good management. Others wish the plant to be built elsewhere and view China's actions as indicative of its true feelings towards Hong Kong, and therefore a good or bad indicator for post 1997. In some districts the impression is that the signature campaign in schools and kindergartens conducted mainly through the Professional Teachers' Association is not objected to: in others there are criticisms and objections. Active steps to try to influence both China and the Hong Kong Government continue. Among reports received, the China Light & Power Company's public presentation to the Umelco panel was not considered to be very convincing nor to have revealed all the facts, and the lack of a contingency plan at this stage has been noted.
