Daya Bay Nuclear Plant
The joint appeal to UMELCO and NCNA (Hong Kong Times article dated 5 July 1986 attached) by the 8 Kaifong Associations in Sham Shui Po district against the Daya Bay nuclear plant project was led by the Sham Shui Po Kaifong Welfare Advancement Association (SSPKWAA) whose Chairman is LIU Chi-keung, elected DB member. We further learnt that Mr WONG Wai-hung, a civil service unionist, had discussed this with SSPKWAA and obtained their support for his anti-Daya Bay nuclear plant campaign which is being planned. Advertisements would probably be placed in the newspapers very soon.

Mr HA Siu-kwong, also an elected DB member, is conducting a public opinion survey on the Daya Bay project. He said the objective of his survey is just to canvass public views. About 100,000 people would be interviewed and the survey should finish in 3 months' time. Of the 1,000 people they had so far contacted, only 3 to 4 supported the project. (Note: Ha is well- known for jumping onto the band-wagon on current political issues and for exaggeration.)

In spite of these moves, there is little indication at the moment that the Daya Bay issue will be discussed at the SSPDB. LIU Chi-keung in particular said that the DB should not get involved.

Our enquiries have revealed that recent explanations and assurances by the experts involved in the Daya Bay plant could not allay the fears and worries of most of our respondents. They have serious doubts about the capability and expertise of Chinese officials in handling the safety aspects of the project.
