The columnist also said that Exco approved the plan for China Light to buy electricity from Daya Bay in 1983 without consulting public opinion on a wide basis and without detailed consideration of the safety aspect because HK people were, at that time, fully occupied by the Sino-British talks on the territory's future. Exco might have approved the plan in the hope of improving Sino-British relations.
