French have told us that they regard the Chinese Nuclear
Safety Administration as toothless, and in need of
resources. An Anglo-Chinese Nuclear Cooperation Agreement
was signed in June 1985 and could provide an opening
for UK experts to advise the Chinese on

17. Hong Kong's Consultancy with UKAEA
In
mid-1985 the HKG entered into an agreement with UKAEA
for a consultancy on Daya Bay covering:
(a)
evaluation of background radiation monitoring;
(b)
the possibility of an accident, and its
consequences for Hong Kong;
(c)
an outline contingency plan;
(a)
training of key HKG staff;
(e)
advice on a programme of public education.
(a) is complete, and (b) is sa id to be well in hand.
Mr Yaxley will discuss the consultancy with UKAEA during
his visit. We are discussing with DTI terms of reference
for a visit to China by UMAEA to investigate Chinese X nuclear safety procedures; this is likely to be funded
jointly by HKG and HMG, since we would benefit from a
better understanding of
organisations.
