As background to the various meetings with Mr Yaxley
will wish to be
be aware of the general line of the Department's
presentation.
The Department will be explaining the role of the various
organisations involved in nuclear emergency planning in the
UK. We shall:
demonstrate that efficient and
effective emergency plans
can be devised, and have been devised in the UK;
and
suggest what kind of infrastructure is needed for such
plans;
bring out that UK emergency plans are of course tailored
to the particular power stations in this country (AGR
and MAGNOX). Emergency plans for other systems in other
countries may be somewhat different; the UK plans do
not set out to provide a blueprint for other countries;
explain that nuclear emergency plans cannot be static
but must be constantly developing and improving. They
require regular practice and assessment;
note that we shall listen carefully to the Soviet presentation
on Chernobyl to the IAEA in Vienna in August. We shall
wish to judge if there are general or specific implications
for our Own emergency planning.
