the despatch to Hong Kong of a team from the French nuclear industry, equipped to brief UMELCO and press on the safety record of French nuclear
technology and the safety aspects of Daya Bay;
invitation
to Miss Tam, the convenor of the
UMELCO ad hoc group involved, to bring a party to
installations and institutions in
visit nuclear
(ii)
an
France;
(iii)
the Chinese
Chinese at a high
French Ambassadors in
an early joint approach
level by the British and Peking. They would urge the Chinese to adopt the highest possible safety standards at Daya
Bay; to take more effective steps to convey
this commitment to the Hong Kong people; to invite Hong Kong representatives to an early briefing at the Daya Bay site; and to agree
that
British a
nuclear expert should visit
Peking for talks on the project.

At the
Kong
we shall be
time same
assisting the Hong
Government by providing detailed technical briefing and guidance. The senior Hong Kong Government official concerned will be visiting London shortly for talks with
officials, the UKAEA and local authorities.
He will
witness an exercise to test contingency planning by a local
authority situated near a nuclear station. The French nuclear industry has also offered to show him installations in France and Holland. (One, similar to that planned for Daya Bay, is situated within 8 miles of Antwerp.)

I think that this programme of action should do much to meet the Governor's immediate needs. I discussed it
with him on the telephone this afternoon, and found him somewhat reassured. Where his more far-reaching ideas are concerned, I propose to submit next week a minute from the
