Objectives

a. To obtain information about Chinese institutions and procedures for ensuring the safety of the construction and operation of the Daya Bay nuclear plant.

b.

To assess the adequacy of these institutions and procedures against international standards.

c.

To make recommendations for improvements if there are significant deficiencies in the procedures proposed by the Chinese; including where necessary further involve- ment by the French or other international organisations.

Information Required

To carry out the safety assessment the information obtained should include details of the following:

Interface between French and Chinese supervision during construction of the nuclear island.

a.

Quality assurance programmes during both construction and operation.

c.

d.

Staff training programmes.

Organisational structure and responsibilities for both the station and the Chinese nuclear industry (ie. can decisions be taken swiftly enough and effectively?)

e. Contingency plans and availability of resources in the event of a nuclear accident.

f.

Past safety record of the Chinese own nuclear programme.

Proposed involvement of French and other international organisations.

g.

Organisations to be seen

We should ask the advice of Peking on which Chinese organisations would be best approached for information during the visit, but would make the following suggestions:

The Ministry of Nuclear Industry.

The Nuclear Safety Committee - a recently formed expert committee to advise the Chinese Government on nuclear safety issues.

jp. State Nuclear Safety Bureau - exercises supervision

over civil nuclear facilities to ensure that international safety standards are met (Peking Telno 1131).

In addition it may be useful for the UKAEA to speak to the French Government, EdF and the Joint Venture Company.
