1. You asked whether there was anything to suggest that the recent changes of Vice-Minister of Nuclear Industry (4r Wye's letter to PED of 3 June) might indicate an attempt to strengthen that Ministry in the face of growing concern in this area. Our records can shed little light on this question.

2. As you will recall, there were two Vice-Ministers appointed and one removed. We have no information about one of the new appointees and know only that the one removedwas appointed to the post in 1985. The third person, Zhou Ping, was as Mr Wve points out, in fact reappointed after being removed in January this year. only details we can add to those provided by Mr Wye is that he is or has been Vice-President of the Chinese Nuclear Society.

3. Zhou Ping appears to be an experienced man and you may be correct in suggesting that he may have been brought back into the Ministry as a result of the current preoccupation. Of course there is no way of knowing for sure short of making enquiries in Peking.
