To underline the depth of concern, in Hong Kong about the

project;

To get a better understanding of the safety measures proposed by the French;

To secure French commitment to practical measures to be taken by all parties:

(a) to maintain pressure on the Chinese to allocate sufficient

resources to safety matters;

(b) to publicise the safety measures which are being taken,

in order to allay fears in Hong Kong;

Suggested approach

1. Begi. by describing concern in Hong Kong and importance of taking this concern sensibly if the project is to proceed successfully; also recent discussions during visit of Hu

Hu Yao Bang. For this purpose, the Points to make in the FCO brief cover the ground (brief attached at Appendix 1).

CURRENT SAFETY POSITION

To achieve its purpose in allaying fears in Hong Kong, publicity needs to demonstrate that all the various aspects of safety have been adequately catered for - eg it is no use demonstrating simply that Framatome can build reactors safely if Hong Kong fears that untrained Chinese will be operating them. A coordinated UK/France/China programme is therefore required.
