I attach briefing for this visit:-

Annex A contains the programme. I understand from our Embassy in Paris that there is still some uncertainty about the final arrangements for meetings on 25 June, but the parties should be able to sort themselves out. The programme in Brussels has been left for Mr Stones to organise, in view of his links with Belgatome. I suggest you speak to Mr Stones on his arrival back in London on Monday to confirm the plans for Paris and check that he has made arrangmeents with Belgatome.

The main brief, on nuclear safety issues, is at Annex B, with contributions from the FCO and UKAEA.

Annex C contains some information on the Belgian nuclear programme and Belgatome.

Annex D mentions a number of other issues to be raised with the JVC and French.

We have been promised by HKG their views on the action safety to be taken by the French, British and Chinese Governments. This has not yet arrived so may add something to my suggestions in the nuclear safety brief. However I believe the basic framework proposed for handling the meeting should remain valid.
