Secondly, the safety standards to be applied at the Guangdong Nuclear Power Station are already proven. We will have nuclear islands from

France. These are advanced in technology and France is well experienced

in mass production of such equipment. In principle, therefore, we shall adopt French safety standards. However, to be certain, these will also be checked against IAEA safety codes.

Thirdly, a comprehensive and scientific system of quality control must be established in the course of construction. Progress must be maintained

with the assurance of high quality. In the event of conflicts between progress and quality, quality must dominate. It is hoped that the strictest discipline should be the motto and the guiding principle of the

GNPJVC.

Fourthly, to organize a group of well-trained operation personnel is the key to the safe operation of the nuclear power station in the future. Particular emphasis should be laid on the training of first line shift operation personnel. The Ministry of Nuclear Industry and the Ministry of Water Resources and Electric Power shall select from the current shift operation personnel working on reactors and in large fossil-fired power stations and assign them to the nuclear power stations as the backbone of

the operation team. The selection will be based on their ideological

standards and working experience. At the same time, young people with

tertiary education background shall be recruited and organized as the

basic workforce, and these young people shall be provided with the

necessary training.

Fifthly, China is willing to learn from the advanced experience in construction and operation of all nuclear power stations around the world. We also welcome and support information exchange and technical cooperation with other countries in the field of safe management of

nuclear power stations.
