GUANGDONG NUCLEAR PROJECT
I attach notes of a meeting which Vice Premier Li Peng had with the Joint Venture company for the Guangdong Nuclear Project on 21 May, together with a translation of the speech he gave to the staff on site on the same day. These were handed across to us this morning by Mr Stones, Managing Director of China Light & Power, who is concerned about the nuclear safety aspects of the project. There is a substantial groundswel of public opinion in Hong Kong adverse to the project and during his visit to the UK, he will be taking in a trip to Paris and Brussels to reinforce the safety aspects of the project.
In particular he will be recruiting the power station manager from Belgatome who will, in turn, be responsible for creating a nucleus of six senior engineers. The team will then be able to plan training and deal with the safety aspects of the project from the outset.
The attached may be helpful in preparing the brief for Ministers during Li Peng's visit. From the quick scan which I have done so far, Li Peng's comments at the meeting with the JVC are just what we would wish him to say to reassure public opinion. It would be helpful if he made these comments ina more public forum.
