Berlin
The Secretary of State said that the position on East German measures in Berlin appeared to be improving. Monsieur Raimond said that East/West travel now appeared to be alright, but there were still some problems on West/East travel. Monsieur Trémeau said that it was difficult to see whose initiative it was, East German or Russian.
Disarmament Topics
The Secretary of State said that the French proposal at Halifax for a comprehensive look at the Stockholm/Vienna Conventional Arms dossier was very important, and the more important in the light of the outcome of the Berne meeting. He thought it would be useful if British, French and German experts from capitals could consult closely. We needed a coherent European input. Mme Renouard intervened to say that instructions had been sent to the French Mission to CDE in Stockholm to suggest a further initiative on a number of points, including threshholds, verification and the consequences of a violation followed by a refusal of inspection. The French thought that the West could go a little further than they had so far done. She also agreed that we needed to look closer at the longer term issues raised by Vienna and the follow-up to Vienna. It might be possible to translate any progress which could be made at Stockholm into the wider context. The West had shown its seriousness on the conventional arms concern by the decision taken at Halifax.
