The costs involved and the facilities and expertise required for setting up an office to grant patents will make it extremely difficult, if not impossible, to operate such an office to the advantage of the public; and
The granting of patents is a very technical subject and the wide range of inventions requiring examination makes the setting up of an original patents registry a daunting task. For example, the Beijing Office is
said to be training about 1,000 examiners and yet it is still unable to grant patents for pharmaceuticals.
Given Hong Kong's limited need, it is doubtful if we will ever have a successful independent patent registry, esecially when the Beijing Office has already had a headstart.
