It is recommended that the re-appraisal suggested

in the previous paragraph should be undertaken as soon as

possible. Such a study will require detailed research,

expert advice and wide consultation among industrialists

in Hong Kong. It is recommended that the Government should

establish an advisory body to study the present system,

consider the options for development to the advantage of

Hong Kong and make recommendations.
