The EC found the elements similar to those
reported a year earlier when India had requested an extension. However, the US curtailed discussion by concluding that as there were no clear signs that work was not on course and no request from India for further extension, it must be assumed that India would fulfil its obligation. Randhawa hoped that this
was so.
BRAZIL: REFERENCE PRICES

Brazil contended that extenuating circumstances had caused it to impose reference prices on rotary offset machines and
specified poly-carbonates. It had not resorted to the alternative of raising tariffs; and it intended to observe its reservation on reference prices that which had been extended in June. The EC responded critically. The new reference prices had been introduced without approval under Article 1.3 of the Protocol to the Agreement and went against Brazil's undertakings when the reservation was granted. If it happened again, the EC would act under its rights in the Agreement. Supporting, the US said that it would want the Committee reconvened in the event of non-expiry of the new prices in January. Brazil merely noted the comments made. The US urged that reference prices under the reservation be terminated as soon as possible.

The US announced that consultations with its industry had produced an action programme to tackle PSI. This included bilateral consultations with the 24 countries concerned to
seek other means of meeting their needs. The US would monitor its companies' experiences and was contemplating forms of multilateral action, new domestic legislation to limit PSI and a US International Trade Commission study. The pricing examination seemed to qualify for the Agreement's ban on
