The Conference has noted requests by certain governments not at present covered by the provisions on participation in the Declaration to take part in the MIN. The Director-Goneral is authorized, upon request by such governments, to keep them informed of progress in the negotiations.
i now address myself to you as Ministers mooting on the occasion of the Special Session of CONTRACTING PARTICS at Punta del Esto. I wish to state that a number of the agreed points that I read out before the adoption of Part I also apply to Part II of the Doclaration."
