2. Most delegations held back in going into any depth; some at least were clearly waiting to see what the general climate better is les of opinion was like before revealing their own hands, others were merely unbriefed. There will be another chance to discuss this, with particular emphasis on what the Working Party should do next, at the Trade Committee on 3 and 4 June. I recommend we should take a fairly clear line then, supporting the list of questions circulated by the US (enclosed) with view to providing a basis for further discussion of specific points such as selectivity, safeguard mechanisms and compensation.

The Australians revealed they have been giving the Chinese practical advice on GATT membership and participation in the New Round for some time. They were not very forthcoming about whatever this had taught them about Chinese attitudes: maybe we should press them to reveal more.

4. Discussion of the other paper, "China's Economic and Trade Performance in 1985" (TOWE(55)23) was rather perfunctory because the paper only came round on 22 May in an English translation - too late for it to be seen in capitals. For most of the brief time devoted to the paper only Francophones spoke. This was

a shame, given the evident mass of detail in the paper. I therefore pressed for delegations to be allowed to send in comments for possible circulation later. I hope you, and the Embassy at Peking, will let me have something to put in for the UK.
