The Ambassador was not able to get an appointment with the Italian Minister of Foreign Trade, Nicola Capria, within the time frame allowed to carry out the instructions in FCO telnos 169 and 170 to Canberra. So he wrote to the Minister on the lines of telno 170 and the letter was given to Capria's Diplomatic Adviser by Giles Fitz Herbert on 18 April as reported in Rome telno 270.

The Ambassador has now received a letter from Capria dated 2 May in which he states that the Italian Government considers that the procedure agreed between the British and Chinese governments for the future participation of Hong Kong in the GATT conforms to GATT provisions and that he has replied in the same terms to the Chinese Ambassador to Rome. Capria adds that he would like to express appreciation and good wishes for the important contribution of Hong Kong to the development of international trade.
