Dear Department,

HONG KONG AND GATT: BRIEFING OF CONTRACTING PARTIES

Your reference

Our reference H014/1

Date

28 April 1986

1. The Canadians have slipped us (please protect) the text of the

démarche delivered to them by the Chinese Ambassador on 16 April. I

enclose a copy, in case it contains an arcane message indecypherable by

us. We have compared it with the «line to take» in your tel to Canberra,

and it seems to us to say very much the same thing, if in slightly

different words. The first part of your para 7 has come forward to

become their third para, and has been slightly shortened. The latter

part of your para 7 has been omitted. A certain amount of extra wording

has appeared in their second paragraph: underlined in the enclosed copy.
