CHINA AND THE GATT

1.

The meeting between Hong Kong officials (MacLeod and Cartland), and US Ambassador Murphy foreshadowed in Hong Kong telno 388 and referred to in your 245 to Hong Kong took place on 12 February. As you will see from the enclosed note of the meeting (prepared by Cartland) the subject of Hong Kong's GATT status was not mentioned. Indeed, the only topic of conversation was China and the GATT about which Murphy has some concerns that there is a growing feeling that Contracting Parties of GATT intend to treat China as 'special' and allow a relatively quick and easy passage

into the GATT fold.

2. Nor was the topic of a possible US/Hong Kong Free Trade Area pursued more than cursorily after Murphy dismissed it as very unlikely.
