On China,

1. Raised very briefly by the Commission over lunch. there was little new. Tran had seen Dunkel after the latter's visit to China. It was clear that they wanted to take up their old seat, with developing country status. They wished to keep consultations on accession separate from their participation in the new Round. Luyten added that the Commission now believed that Chinese entry would have to be dealt with through a special safeguards Protocol. Roy Williams commented that coping with Chinese exports would be as big a problem as getting them to open up their markets.

2. On Hong Kong, Luyten said that the Commission had picked up signals that the US were jumpy about a separate vote for Hong Kong in the GATT. Luyten commented that this was scarcely an immediate issue as nothing would happen until 1997. Roy Williams deliberately refrained from commenting on Luyten's views on timing, but expressed surprise at what had been said on the US position.
