Joint Liaison Group
C1. Proceedings of the Group are confidential unless agreed between the two sides. Got off to a good start at first meeting (22-25 July, London). As well as ADB, discussed Hong Kong's participation in GATT, and MFA, Group's own working procedures and continued application of international rights and obligations to Hong Kong. Second meeting in Peking, 26-29 November.

C2. Hong Kong's continued participation in GATT discussed at first meeting of Joint Liaison Group. Made a good start and will continue discussions in November.
Will, the Agreement on the future of Hong Kong work?
C3. Every reason to believe agreement will work. Both Governments are
committed to its full implementation at the highest level. Registered at the United Nations. Chinese freely entered into agreement. their good record on observing international agreements. Hong Kong's stability and prosperity strongly in the interests of both sides.

Justifiably proud of
Maintenance of
Hong Kong's economy performing well. Confidence clearly growing since. conclusion of agreement. Although Kong Kong Government's earlier forecast of 7.2% economic growth in the territory during 1985 unlikely to be achieved, economy still expected to grow by 4.55% during the year. Very respectable in comparison with other manufacturing economies.
Annual Report
C.5 As Ministers agreed during debate on Hong Kong Act, annual report on Hong Kong will be laid before the House. Hope to be able to publish report
in December.
