The effect of the guarantee on the UK aid programme

The sum involved is a contingent liability on the aid programme but, as I have said, it is a very remote and unlikely possibility.

2. We treat it as a contingent liability; thus it has no effect on other

bilateral and multilateral allocations in the aid budget, either for the current

year or in the foreseeable future.
