Thank you for your letter of 30 April. I am sorry you felt moved to "mild protest". I have looked into what happened.

I gather that Hong Kong telegram No 1052 reached our Hong Kong Department on 11 April. On the same day they gave instructions for a copy to be passed to the Bank. They also telephoned your staff to alert them to the telegram and asked to discuss it on 14 April (the follow- ing working day). There was no reaction on 14 April, because of subsequent absences in the Bank it apparently took some days to establish that, for whatever reason, no copy of the telegram had reached you. A second copy was therefore sent on 17 April. Incidentally you need not worry about "urbi et orbi", so far as this urbs is concerned: FCO telegram No 748 went only to you, me and our Hong Kong Department.
We shall certainly do what we can
can to watch future speed of transmission. Please let me know if you hear of any lapses.
