accumulation of unexpended subventions in the hands of voluntary organizations under the standard cost subvention system

The Director of Social

Social Welfare has completed a review of the operation of the standard cost subvention system. Proposals are being considered to improve the present method of determining standard costs and in particular to ensure in future that grants for personal emoluments match more closely actual requirements. It is expected that proposals will be put to the Subventions and Lotteries Fund Advisory Committee for introduction in the course of 1986-87. It is also proposed that surpluses accumulated in agencies reserve accounts should be recovered and used to meet approved social welfare needs.

Overpayments of subventions to non-profit-making day nurseries arising from the granting of an automatic 5% subvention

The Director of Social Welfare will review the present system of granting an automatic 5% subvention to non-profit-making day nurseries at the end of 1986-87.

Delays in the fitting out of

welfare premises in public housing estates

Action is in hand to establish standards for the core' services in all types of public housing estate. It is also hoped to establish standards for a further two services, namely work activity centres and sheltered workshops, by the end of 1986-87.

A three year rolling programme for fitting-out projects in new housing estates has been endorsed by the Subventions and Lotteries Fund Advisory Committee and will shortly be submitted to Finance Committee for approval of a block commitment. The programme will cover 54 projects for the period 1987-88 to 1989-90.
