The Director of Accounting Services completed a comprehensive check on the eligibility of officers drawing extraneous duties allowance in August 1985. No serious discrepancies were found. A similar check allowances started in August 1985 non-standard allowances in March 1986. Accounting Services is now consulting departments to develop a revised model procedure governing the administration of job-related allowances

Finance Committee at its meeting on 22 January 1986 approved the write-off of $1,038,370 arising from unauthorized payment of obnoxious duty allowance to minor staff in the Medical & Health Department. Applications for write-off of amounts of $305,000 and $577,000 in unauthorized payments of obnoxious duty allowance and shift duty allowance to the staff of the Regional Services Department and the Electrical & Mechanical Services Department respectively are currently under consideration by the Finance Branch of the Government Secretariat.

Abuses and irregularities in the scheme for private dental treatment for civil servants
So far one
case has been referred to the Dental
Council. As a result of the hearing, the
hearing, the Dental Council ordered the removal of the name of the private dentist involved from the Register of Dentists for one year. The order was published in the Government Gazette on 31 January 1986.
Action in respect of other dentists is in hand. The analysis of suspected cases of abuse has proved time-consuming because of the need to establish and provide prima facie evidence of professional misconduct to Council in respect of each case.
