We spoke about the claims made by some of the UK regional inward investment promotion bodies about the ease with which wealthy Hong Kong investors can obtain passports and residence status from certain countries.

I enclose a draft telegram which you may like to send after any amendments you consider necessary to our posts in Dublin, Ottawa and Canberra. have cleared it with the FCO.
