c) Planned activities for 1987/88, including publicity:
1) Market Branches
Responsive trade promotion work, including enquiries about ATP/soft loans, is expected to continue at a high level. If possible, arrange a DTI ministerial a visit to China in first half of 1987.
Improve information storage and retrieval.
ii) Area Advisory Groups
SBTC will continue the present work of advising BOTB and businessmen and organizing a range of promotional activities, including publications
iii) Commercial Departments
Increase staff's provincial touring to seek out potential projects, etc. Continue to build up and apply new computer facilities for data storage and retrieval.
Further develop and maintain contacts in Ministries, State Trading Organisations and Corperations, and also improve knowledge of structure and trends in Chinese industry.
iv) Resource Implications
Existing market branch and SBTC manpower resources, though stretched, are probably adequate. There will continue to be strong demand for FPB and OPF funds.
d) Long term strategy
1) Recommendations
Consider possibility of allocating additional soft loan money to China once enough progress has been made in implementing projects under initial £300 million facility. Introduce ATP into China. At least maintain, and if possible increase, share of BOTB budget devoted to trade fairs in and vertical missions to China.
ii) Resource implications
Staff and budgetary resources should remain for the moment broadly at present levels but the possibility of increases
to reflect any changes
in the level of activity in the Chinese market should be kept under review.
