thereby cause a loss of confidence in Hong Kong itself. The Invest in
Britain Bureau (IBB) of the Department of Trade and Industry is, however,
prepared to respond to any inquiries it receives from Hong Kong
businessmen and their professional advisers about the conditions for
establishing a business in the UK. I think therefore it would be best
if the Director of the IBB, Mr Frank Wildman, were to arrange a meeting for
Mr Coppel together with representatives from the Home Office, Department
of Employment and the Foreign and Commonwealth Office at which all aspects
of his plans could be discussed. Perhaps Mr Coppel could therefore be
