In order, therefore, to maintain our position in the Hong Kong market, particularly in the light of ever-increasing Republic of Ireland competition which, in terms of industrial grants alone, is in a much stronger position, it may be felt that an attempt should be made to selectively encourage the right kind of employment-creating venture from Hong Kong through a more flexible and co-ordinated interpretation and application of the immigration rules.
