Hong Kong Businessmen

I have recently been in contact with a group of proprietors and senior executives from Hong Kong, all of whom are involved in running substantial manufacturing businesses, all with major U.K. customers, and all interested in the terms and conditions upon which they might set up manufacturing units here and/or the basis on which they, their families and their senior executives from Hong Kong, might take up residence in the U.K.

During discussions, the following points emerged:

The Hong Kong business community is hated by the mainland Chinese (jealousy?) and as a result, they are very apprehensive.

They wish to have the opportunity of leaving Hong Kong.

They would like to be able to go to an English speaking country. Indeed, many are U.K. or U.S.A. educated and these are the countries to which they will look.

At present, most of them have business contacts in both U.K. and U.S.A.

They are unsure of the "price of entry" into U.K.

It is this last point which prompts me to write to you. It must be in our national interest to encourage Hong Kong residents to come to live in the U.K. provided that:
