Just a year ago Mr Luce welcomed you, Ambassador, and your delgation to first meeting of Joint Liaison Group. It gives great pleasure, now that meetings of Group have completed their full cycle, to greet you on your return to

London for fourth session.

Over past year much has been achieved. three meetings Group has reached significant affecting future of Hong Kong and its people. important, there has developed in Group a spirit of mutual confidence, trust and understanding. There is a sense of real partnership, of shared concern for Hong Kong.

Need of

the territory, its stability and its prosperity, have been focus of all Group's deliberations.

This spirit has been understood in Hong Kong

in Hong Kong and has contributed to confidence there. It will greatly assist

resolution of the many and complicated problems problems

will have to tackle in years ahead.

I understand that today's session was another excellent one. You have a heavy agenda, and I am glad that you were able to make such a positive and workmanlike start on it.

Tomorrow I am afraid we must ask you to make an early start and work even harder than usual: but I hope it is some consolation that you will have a grandstand view of the royal wedding procession. I am glad you will be able
