CHA Chi-ming called to see me briefly, after his visit
to Peking for the Drafting Committee.

He had nothing to add to what we already know about the work of the Committee.

He said that the principal reason XU was not going to Europe was that there was to be an important meeting in June to discuss Hong Kong. There was preparation to be done. (A subsidiary reason might be the need for high officials to be less indulgent and not accept favours).

I asked who would chair such a meeting. He said it would be right at the top.
