VISIT TO HONG KONG BY MR JAMES SPICER MP

Thank you for your minute of 9 July. I have discussed it with Mr Harrison, since Consular Department is taking

the lead on questions relating to the voting rights of.

British citizens abroad.

2. I understand that Consular Department will be sending a telegram to Hong Kong and to other posts on Mr Spicer's

itinerary.

This telegram will suggest that his local

contacts should be Mr H Y Chan in the Immigration Department of the Hong Kong Government for matters relating to British citizens in Hong Kong, and Mr Parkinson in the British Trade Commission for matters relating to British citizens in Macau. If Mr Spicer would like a more general briefing on the situation in Hong Kong I suggest that he should contact the acting Political Adviser, Mr Bob Peirce (a member of the Diplomatic Service).
