You should be aware that Mr Spicer is visiting Hong Kong from 20-23 July, for the purpose of establishing a branch of "Conservatives Abroad" in the colony. Someone on the spot might wish to see him and explain how their rights are being communicated to British citizens there, or to brief him on any other useful aspects.

2. If HKD thought there was some general briefing Mr Spicer should have before his visit, perhaps you would be kind enough to pass it through me.
